Public Debt Report Form (CT-0253) - Report on Debt Obligation for the
State of Tennessee General Obligation Bonds, 2012 Refunding Series A

 

Pursuant to TCA 9-21-151, the State Funding Board has approved a revised Public Debt Report Form CT-0253. The revised form must be used for debt that closes (or is signed) on or after January 1, 2012 and for all filings after February 14, 2012.

 

The Form CT-0253 must be filed with the governing body of the Public Entity issuing the Debt not later than forty-five (45) days following the issuance or execution of a debt obligation by or on behalf of any Public Entity, with a copy (including attachments, if any) filed with the Director of the Office of State and Local Finance (by email to StateandLocalFinance.PublicDebtForm@cot.tn.gov ).

 

Public Entities that fail to comply with the requirements of TCA Section 9-21-151 will not be allowed to enter into any further Debt Obligations or Derivatives until they have complied with the law.

 

The Public Debt Form may now be completed through a fillable PDF. If necessary, this allows preparers to save in-process forms for completion at a later date prior to being submitted.

 

PLEASE NOTE:

For forms submitted to the Office of State and Local Finance by email, the names of the authorized representative of the Public Entity issuing the debt and the preparer of the form must be entered in the spaces previously containing signatures of these individuals. This will be understood to mean that these are the individuals who prepared and reviewed the form. If the form is not being emailed directly from the issuer of the debt obligation, the email address of the issuer must be identified in the email transmittal message in order that an email acknowledgment may be returned from the Director of State and Local Finance to the Public Entity issuing the Debt Obligation.
