Kelsey G. Earl, CFE serves as a Deputy Chief Investigator for the Tennessee Comptroller of the Treasury’s Division of Investigations. In this role, she leads a team responsible for investigating allegations of fraud, waste, and abuse of public funds in the Mid-East region. She also works to build strong relationships and provide assistance to prosecutors, law enforcement, public officials, government agencies, auditors, citizens, and other partners.

Kelsey began her professional career with the Comptroller’s Office as a Legislative Auditor in the Division of State Audit. Less than a year later, she transferred to the newly formed Division of Investigations, where she served as an investigator and later as a senior investigator.

Kelsey graduated magna cum laude from the University of Tennessee at Martin in 2016 with bachelor’s degrees in business administration, accounting, and finance. She is also a Certified Fraud Examiner.

Kelsey has been active with the Middle Tennessee Chapter of the Association of Certified Fraud Examiners since 2021, serving in several volunteer leadership roles. She was named the chapter’s Member of the Year for 2022-2023 and currently serves as Past President for 2026-2027. She also received a Citizen Commendation Award from the City of White House Police Department in 2014 for her assistance with a local law enforcement initiative.

Kelsey and her husband have two daughters. They enjoy spending time outdoors, riding bikes, and supporting small businesses in the Cookeville area, especially local bakeries and ice cream shops.
