Tennessee Board of Utility Regulation

The Tennessee Board of Utility Regulation (TBOUR) supports natural gas, water, and wastewater public utility systems by ensuring that they are financially self-supporting. The Board addresses certain complaints by utility district customers, approves or disapproves the creation of new utility districts, and reviews matters related to misconduct, neglect, or training. The Board also establishes the parameters for water accountability.
